Forex Brokers in Canada: CIRO Rules and How to Check a Dealer
Forex in Canada: dealers must be CIRO members registered provincially, CIPF coverage, CIRO margin rates and why offshore brokers exclude Canada.

Forex and CFD trading is legal in Canada through an investment dealer that is a member of CIRO (the Canadian Investment Regulatory Organization, formed in 2023 from IIROC and the MFDA) and registered with your provincial securities regulator. CIRO sets minimum margin rates for each currency, so the leverage you get depends on the pair. Eligible accounts at member firms are covered by the Canadian Investor Protection Fund (CIPF). Many international brokers, including HFM, Vantage and Global Prime (Ontario), don't accept Canadian residents. FXCM serves Canada only through Friedberg Direct, a CIRO member.
Canadian Rules at a Glance
| Item | Detail |
|---|---|
| Self-regulatory body | CIRO (formerly IIROC + MFDA) |
| Registration | With the provincial securities commission, e.g. OSC, BCSC, AMF |
| Leverage | Set by CIRO's FX spot risk margin rates, which vary by currency group |
| Investor protection | CIPF for eligible accounts at member firms |
| Offshore brokers | Usually not registered; several block Canada or Ontario |

How to Check a Canadian Dealer
- Search the firm on CIRO's "Dealers we regulate" list.
- Search the CSA National Registration Search (aretheyregistered.ca).
- Confirm CIPF membership on cipf.ca.
- Check your province's investor warning list, e.g. OSC or AMF.

Margin Example for Canadian Traders
CIRO sets margin by currency. On major pairs it is often around 2–3%, which is roughly 33:1 to 50:1 leverage. For 1 standard lot of USDCAD (US$100,000), a 2% margin means about US$2,000 held as margin. Offshore brokers offering 500:1 usually do so because they do not accept Canadian residents legally.
| Check | Where |
|---|---|
| Firm is a CIRO dealer member | ciro.ca dealer search |
| Registered in your province | National Registration Search (aretheyregistered.ca) |
| Account covered by CIPF | cipf.ca member list |
| No warnings | Your provincial securities commission's warning list |
Common Mistakes
- Opening with an offshore entity using a non-Canadian address (breaks broker terms and gives you no CIPF cover)
- Treating a US NFA registration as valid in Canada (it is not)

Forex Brokers in Canada: Your Questions Answered
Is forex trading legal in Canada?
Yes, through CIRO-member dealers registered with your province.
What leverage can Canadians use?
It depends on CIRO's margin rate for each currency. Major pairs allow much higher leverage than exotic ones.
Can Canadians use offshore forex brokers?
Many offshore brokers refuse Canadian residents. Those that accept them aren't registered in Canada, so you get no CIPF or provincial protection.
